ACE (Automated Commercial Environment) Overview for Truck Carriers – Mandatory Electronic Manifests

On October 27, 2006, the first of a series of Federal Register Notices (FRN) was published announcing that electronic manifests (e-Manifests) will be required to be submitted to CBP prior to a trucks arrival at specific land border crossings. The requirement to submit e-Manifests at the initial ports will be implemented 90 days from the date of publication of the mandatory e-Manifest notice. An aggressive roll-out schedule is planned to make e-Manifests mandatory at all land border crossings by the end of 2007.

Truck carriers will be able to file an e-Manifest through the ACE Secure Data Portal or by utilizing the services of a U.S. Customs and Border Protection (CBP) tested solution provider. Carriers may opt to use another party to file the e-Manifest on their behalf, such as Customs brokers, border processing centers, other carriers, etc.

  • Reduce processing times at ports and increase likelihood that trucks will be released at the primary booth
  • Store conveyance, crew, equipment, shipper and consignee information in an account, thus reducing the amount of information submitted with each crossing
  • Track the status of crew, conveyances, equipment, and shipments, i.e. note they have arrived, are being held, or have been released
  • Ability to request in-bond moves directly from the manifest
  • Report the arrival of in-bond freight via ACE when the shipments arrive at their US destination
  • Send copies of the shipment records to the Customs broker
  • Receive "entry on file" messages in ACE when the Customs broker files entries
  • Create customizable reports to evaluate and identify compliance issues and risks
